Annotation: For the first time, in the early nineteenth century, it was mentioned in the activities of the Ministry of National Education about the methodical work – this was connected with the "method of mutual learning." The initiative in recognition of this method, in its study, and then in its implementation into the educational process of colleges, schools, military schools and colleges, military orphan schools came from the Emperor Alexander I. All that would follow then testified to the significance of the event, which made it reasonable to consider it a starting point in the methodical work in the activities of the Ministry of National Education and Transport.
